Coventry City Council’s Migration Team is an innovative and dynamic team that is focused on meeting the needs of Newly Arriving Communities in the city and supporting integration. The team works with internal and diverse external partners to deliver projects and other interventions based on our Migrant Needs Assessment and other evidence related to the barriers faced by new migrants.

Coventry was one of the first cities to welcome Syrian Refugees in 2014, and the team leads a partnership in delivering a Resettlement Programme welcoming some of the most vulnerable individuals fleeting conflict and persecution from Syria and the Middle-East. Work is centred on enabling refugees to make Coventry their new home, living with dignity and respect as well as contributing positively to our vibrant and growing city.

Building on Coventry’s history of welcoming new arrivals into the city, we work towards maintaining a strategic overview of our refugee and migrant population including people seeking Asylum dispersed to the City. With over £3.5m already brought into the city, from external funding we establish collaborative partnerships to maximise interventions to promote community cohesion and enable everyone to contribute towards making Coventry a place where people choose to live, learn and work.

The Migration Team celebrates diversity while also ensuring rights, opportunities and responsibilities are understood. Projects including “Building Bridges” , “Ignite Integration Programme”, and “MiFriendly Cities”, aim to promote a more holistic approach towards integration by involving local communities, maximising skills and cultural awareness and creating opportunities for social and economic growth in the city.

What is the job role?

We are looking for a Programme Delivery Manager (Migration) to lead the City Council’s Migration Team and the delivery of Coventry’s various refugee and migrant projects. 

Working across Coventry City Council and with various local / regional and national delivery partnerships the role will:

  • Oversee the delivery and programme management of Coventry’s migration projects including Refugee Resettlement, MiFriendly Cities and various initiatives funded by the Controlling Migration Programme.  
  • Provide advice and guidance to support the design and delivery of further interventions to support newly arrived communities in Coventry and support their successful integration promoting inclusive, cohesive communities in Coventry.  
  • Manage the staff within the Migration Team and support the direction and tasking of other staff funded by the various projects the team is involved in delivery of.
  • Work effectively with regional and national partners including the West Midlands Strategic Migration Partnership, Home Office, Ministry of Housing, Communities and Local Government, local NHS partners and others to ensure a co-ordinated contribution to policy development within the City and wider.
  • Work across the city with partner agencies to maximise the effectiveness of partnership working to support the integration of newly arrived communities and to maximise opportunities for Coventry to secure external funding to facilitate this work.
  • Understand which activity recently moved to online / telephone during the COVID crisis can remain delivered in this way and where face-to-face needs to return it happens safely.  

This is a fixed term contract for up to 12 months (maternity cover). 

This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).

Who are we looking for?

You’ll have excellent programme management skills and people management skills and have significant experience of working collaboratively with staff across a range of organisations to develop joint solutions to complex problems.  

You’ll have a track record in problem solving, effectively using data to understand the needs of migrants host communities in the context of integration and targeting resources in a way which maximises efficiency and effectiveness.  

You’ll also be a strong communicator, able to explain and present complex data to a wide range of audiences, including the Government departments, other statutory partners, to elected Members, senior officers and to community and voluntary sector groups.
