What is the job about?

This is an exciting role to make a real difference in educating children on the correct behaviour and safety precautions to think about when around our train stations as well as playing a pivotal role in ensuring that SE Trains achieves the objectives set out in the Safeguarding Strategy.

Where will I work?

When in the office, you will be working from either Gravesend or Dartford, but this role is covering our Metro Lines, which includes our London Stations, so your role will be travelling around our network, visiting Schools, Colleges and Youth Clubs across the area.

The role will mainly be Monday – Friday but they may not be standard working hours and sometimes may include going to Youth Clubs or Youth Sports clubs in the evenings or on weekends for presentations.

Although this role is full-time, there is the potential for flexibility in the start and finish times of the position that can be discussed at interview.

Main Responsibilities

Purpose of the role

As a Youth Safety Manager (YSM), you will be a key part of the Safeguarding Team, you will work for and with the Safeguarding Liaison Manager (SLM) and wider Safeguarding and Revenue team members, with the primary focus on addressing safety and behaviour of Children (U18) and working towards achieving the objectives set out in the Safeguarding Strategy.


On top of this, you will also be involved in additional Safeguarding areas of work that may include child runways or missing persons, county lines and trespassing, whilst you will also be working with the Safeguarding Manager and SLM to develop a juvenal policy and any other linked policy documents.


You will be working in collaboration with the Network Rail Community Safety Manager and directly with the second YSM to promote, manage and develop the Travel Safe, Travel Smart (TSTS) education programme and the TSTS Southeastern ambassador programme. As a YSM, you will liaise with the Network Rail Community Safety Manager to develop the TSTS program to include behaviours and consequences for all children but with a primary focus on children who present the most danger to themselves, our colleagues and impact performance, predominately those being of secondary school and college age.
The YSM will make the learning relevant to reported incidents and trends on the Southeastern Network and will be expected to deliver regular reports detailing safety and performance.

Main accountabilities and duties:

  • Working with all Safeguarding team members to work towards achieving the objectives set out in the Safeguarding Strategy
  • Managing and developing the Travel Safe, Travel Smart (TSTS) education programme and the TSTS Southeastern ambassador programme.
  • Working in collaboration with the Network Rail Community Safety Manager by providing ambassadors who will help run the TSTS Margate Safety Centre to present to groups (including youths and children) to show and discuss videos to help with the learning and understanding of the dangers, behaviours, and consequences of dangerous and poor behaviours on the railway.
  • Visiting schools and clubs (including sports) to present the TSTS program and or relevant material to groups or for promotion of the TSTS Safety centre or discuss specific issues relating to children.
  • Liaising with the Revenue Enforcement Managers, Data team, and other Southeastern departments including Communications, Network Rail and British Transport Police to review trends and current themes of anti-social behaviour and dangerous behaviour including trespassing as well as amending and planning presentations to educate schools, colleges, and children’s groups around these trends.
  • Leading and developing initiatives to aid education for the travelling public around safe travel and correct behaviours.  This will include developing innovative ways of payment for travel for children going to educational establishments.
  • Engaging with stakeholders for both support of the project and maximising the use of the facility/program.
  • Planning joint agency meetings and supporting operations with the aim of utilising the TSTS program to tackle low level disorder on trains and station for child and youth / sports groups.   
  • Co-ordinating project teams as necessary for delivery of associated projects .
  • Ensuring information is cascaded quickly to all colleagues and shared with external agencies where appropriate.
  • Securing funds for projects to promote safe and responsible travel on Southeastern.
  • Using PowerPoint and other IT programs to create new presentations for schools / clubs to see both at the TSTS Safety Centre, during educational establishment visits and at youth / sports clubs as well as providing key reporting for periods before and after YSM intervention work.

We are looking for people who are able to motivate and influence others as well as have the ability to work collaboratively with teams both internally and externally.

You will also need experience of analysing and manipulating date to be able to make informed decisions.

Do I need railway experience?

Although this would be beneficial, no this is not essential.

Skills, experience and Knowledge:

  • A proven track record of achievement in terms of managing a large mobile workforce over a wide geographical area.
  • Demonstrable experience of analysing and manipulating data in order to make insight based decisions.
  • Good computer literacy.
  • A good understanding and demonstrable experience of applying revenue protection & Enforcement strategies.
  • Must be able to attain DBS Enhanced or NPPV2 vetting.
  • Experience of working collaboratively across a number of internal and external agencies and stakeholders.
  • Be able to be persuasive and influence decisions.
  • Be able able to work collaboratively and productively with a broad range of parties who may have differing needs/ agendas
  • Have excellent communication skills and be able to expresses oneself confidently and effectively, are friendly and engages others in open, honest and productive conversations.
  • Have good commercial awareness and understand and apply commercial and financial principles as well as being able to view issues in terms of costs, profits, markets and added value. 
  • Have excellent motivation skills and the ability to empower others in order to reach goals.
