The starting salary for this role is £46,634 for working 36-hours per week.

The Environment, Transportation and Infrastructure Directorate is a large and complex directorate, responsible for ensuring the effective management, maintenance and improvement of all highway and transport assets. The highway is the most valuable asset managed by Surrey County Council with a replacement value of approximately £7.5bn and is critical to the economic growth of the County. It is regarded by elected members and residents as one of the most important services provided by the Council. As such, the service manages significant financial, health and safety, and reputational risks.

The service operates in an environment with significant political engagement, and has daily contact with MPs, Cabinet members, backbench Members and committees. Excellent customer service is standard, putting the customer at the heart of everything they do. The team is directly accountable to elected members and residents to explain decisions and actions relevant to their roles.

Following a recent restructure an opportunity has arisen within Surrey County Council’s Highways and Transport Service, based in Merrow, Guildford. We are looking for highly motivated individual with relevant experience, who can make a valuable contribution towards improving the highway network.

About the role:

The Engineering Projects Team Leader will lead part of a small in-house team of Project Engineers. They will be responsible for, but not limited to:

  • All stages of contract and construction of integrated and sustainable transport solutions
  • Traffic management and safety
  • Cycling and Bus improvement schemes
  • Any major projects that are funded from both the Council's capital and externally funded budgets
  • Being responsible for the development of more junior staff in the team.

They will need to work with client teams and partners providing expert engineering project management and professional advice, working in close partnership with the designer’s, ensuring schemes are built in accordance with the contract, to time, quality and budget. They will ensure projects are successfully delivered to a high standard and in accordance with the agreed design documentation and specifications.

To achieve this the post holder will use their detailed knowledge of construction materials and techniques whilst working closely with internal or external designers, Quantity Surveyors, project sponsors, stakeholders, and the supply chain. on all aspects of the delivery of major Highway, Traffic, Transportation and Civil Engineering Projects. They will work with the Procurement, external specialists, and key stakeholders to identify the best procurement route and contract strategy to achieve best value and project timescales.

The post-holder will ensure that the team are working to agreed milestones and targets, and that the full end-to-end process of each scheme is effectively delivered on site. They will work with client teams and partners to understand and embed their requirements and deliver projects that improve our road network. They will also act as client representative for the financial management of schemes by approving variation orders, final accounts etc.

In addition, they will also use their extensive knowledge of the relevant principles and practices involved in highway engineering in order to provide professional and technical advice and to mentor and support other team members.

Operations & Infrastructure Group operates an agile working system, in accordance with the County Council's policy.  This means that all Officers are expected to be available when needed, with flexibility to work from both council offices and their home (or other suitable arrangements).  It is expected all Officers will regularly work from their designated office to maintain team working and as required by their manager.  All Officers are expected to make themselves available to attend site and other meetings when needed.

Post holders will need to work and travel across the County and will need a full driving licence. There may be the need for occasional weekend and evening work.
